The windows run dialog box is a resource located in c:\windows\system32\shell32.dll How can i run it The dialog can be opened by running the following command
C:\windows\system32\rundll32.exe shell32.dll,#61 this works on both 32 bit and 64 bit windows

Setting all execute makes sure that the file will run under sudo. It may be interesting to investigate the.run file to see if any code is embedded within the binary file
